Satuan Pengawasan Internal (SPI) UM
- Keputusan Rektor UM Nomor 145 Tahun 2012 Tentang SPI UM berdasarkan 16 macam dasar hukum dan salah satu yang berkaitan langsung adalah Peraturan Pemerintah RI Nomor 60 Tahun 2008 Tentang Sistem Pengendalian Intern Pemerintah (Pemerintah Pusat dan Daerah).
Saran: SPI UM dibentuk cukup berdasarkan 1 macam dasar hukum yaitu berdasarkan Permendiknas Nomor 47 Tahun 2011 Tentang Satuan Pengawasan Intern di Lingkungan Kementerian Pendidikan Nasional (Penetapan SPI dilakukan paling lambat 1 tahun terhitung mulai tanggal 19 Oktober 2011).
Layanan Pengadaan Secara Elektronik (LPSE) UM
- Keputusan Rektor UM Nomor … Tahun 2011 Tentang LPSE UM berdasarkan .. macam dasar hukum dan yang berkaitan langsung adalah
- Keputusan Presiden Nomor 80 Tahun 2003 tentang Pedoman Pelaksanaan Pengadaan Barang dan Jasa Pemerintah;
- Instruksi Presiden Nomor 5 Tahun 2003 tentang Paket Kebijakan Ekonomi Menjelang dan Sesudah Berakhirnya Program Kerjasama dengan International Monetary Fund (IMF);
- Instruksi Presiden Nomor 5 Tahun 2004 tentang Percepatan Pemberantasan Korupsi; dan
- Peraturan Presiden Nomor 8 Tahun 2006 tentang Perubahan Keempat atas Keputusan Presiden Nomor 8 Tahun 2003 (tentang Pedoman Pelaksanaan Pengadaan Barang dan Jasa Pemerintah).
Saran: LPSE UM dibentuk cukup berdasarkan 3 macam dasar hukum yaitu:
- Peraturan Presiden Nomor 54 Tahun 2010 Pasal 111 tentang pengadaan barang/jasa pemerintah (Keputusan Presiden Nomor 80 Tahun 2003 dinyatakan tidak berlaku sejak 1 Januari 2011) .
- Peraturan Kepala LKPP Nomor 2 Tahun 2010 tentang Layanan Pengadaan Secara Elektronik (Pembentukan LPSE dilaksanakan paling lambat 1 Januari 2012).
- Undang-undang Republik Indonesia Nomor 11 Tahun 2008 tentang Informasi dan Transaksi Elektronik.
